As the fifth‑largest city in the United States, Phoenix delivers a vast range of programs and services to residents, visitors, and businesses. Its legacy website could no longer meet the needs of a growing, diverse population or support the operational demands of city departments. The City of Phoenix partnered with Reingold to transform phoenix.gov into a modern, unified, and user‑centered experience that prioritizes access, trust, and consistency. The project began with a clear mission: provide timely, accurate information to city residents while giving city departments a scalable way to manage content. Working closely with city stakeholders, Reingold established five guiding design principles that informed every decision: one city, one site; putting the user first; prioritizing access to services; using data as a guide and tiebreaker; and building public trust through transparency, accuracy, consistency, and timeliness (TACT). Reingold created a flexible, modular design system that reflects the innovative culture of the nation’s largest desert metropolis. A vibrant color palette, modern typography, and support for both light and dark modes deliver a contemporary, accessible interface across devices. Reingold also modernized the city’s technology stack by replatforming the site onto Adobe Experience Manager (AEM). Custom AEM components were built to meet city requirements, supported by custom workflows, advanced security features, and integrations for applications such as GIS maps. To accelerate migration, the team created custom automations, including a bespoke integration with Content Workflow that enabled thousands of pages and assets to be imported directly into AEM, saving hundreds of hours of manual effort and ensuring content accuracy and consistency. Given the scale of the initiative, change management was critical to success. Through regular meetings, open office hours, workshops, newsletters, and hands‑on training offered both in person and online, more than 200 city staff members across 60 departments were trained and empowered to take ownership of their content. Launched on March 24, 2025, three months ahead of schedule, the redesigned phoenix.gov exceeded accessibility targets, (achieving 100% WCAG AA and 97% AAA compliance), consolidated content from 5,500 pages to under 2,300, and significantly increased visitor engagement with city services and downloadable resources.
